I see a ray of hope and that concerns the new resolutions. Once Resolution 31-1531 was signed, the Constitution has now become the law of the Osage Nation, thereby rendering the Resolution form of government obsolete where the provisions of any subsequent resolution may attempt to modify or be found to conflict. The provisions in Article III, Sections 1, 2, and 4 should now prevail. In regard to the voter qualifications listed in Resolution 31-1533, ("for the purpose of the conducting of the initial election," and the Gray membership cards) the new Constitution should render that resolution null and void. Any change in regard to qualification for membership must wait until the Osage Congress sits in session and introduces a bill to amend the provisions as listed in Article III. See Article XXII, Section 1 and Section 2, paragraph 2: "...perform the duties of their offices in a manner not repugnant of this Constitution." Any further amendation, alteration, or added conditions imposed by the Tribal Council at this point in time in regard to additional membership requirements are inconsistant with what has been voted on and ratified by the Osage people in the new Constitution.
