I don't think anyone in the Osage Shareholders Association or the "opposition faction" or whatever lable you want to ascribe, actually opposed change or a Constitutional form of government. Again, I am an Associate Member of the OSA and I am NOT a shareholder. Many of those who voted "No" are not shareholders. We all wanted a Constitution. We wanted a well-written, structurally sound, consumer-friendly ironclad document. We did not want a long, rambling, micro-managing document that attempts to address EVERY POSSIBLE PROBLEM a tribe or tribal government might encounter . . . from nepotism to employment relationships to childcare to our traditional villages. We also wanted a true separation of powers . . . not a governmental structure that makes the National Council (or the National Congress) virtually DISAPPEAR, so that the Executive Branch, Executive appointees, and the Tribal Judiciary can run the show. On the other hand, in fairness, there's really nothing for the National Congress to do since EVERY POSSIBLE LAW THEY COULD ENACT IS ALREADY INCLUDED IN THE CONSTITUTION. It would be funny were it not so serious.
