The head right and the certificate of degree of Indian blood are 2 different things; a head right can be probated (at least as a life estate) to any individual or entity, but a certificate of degree of Indian blood can only be issued to someone who is Osage by blood. If you are Osage by blood, it should be fairly simple to request appropriate forms from the tribal membership office. I believe there is contact information on the Tribe's official website. If you meant to ask about probating the head rights, there is an Osage Agency Probate officer to assist in that process. I believe the phone number is (918)-287-5751. Unfortunately, there are various stages to the process of probating a headright and it will not be quite so simple. Hope that helps!
