I have wondered the same thing. Thanks for your advice. I always receive information on issues coming up for vote or information from those running for office. However, I have never recieved an absentee ballot. By the time I get any information, the deadline has passed. I find this odd, since the agency has my current address. Once again, thanks for the advice. If I ever get an absentee ballot, I will do as you suggested.
